The Monday throughline is that WAIC 2026 closed with a price tag and the frontier tier answered it with a preview. On Sun Jul 19 — the closing Sunday of the Shanghai exhibition and one trading day after the Kimi K3 aftershock — Alibaba's Qwen team dropped a Qwen3.8-Max-Preview at 2.4T-parameter sparse MoE, its first multimodal model past the 1T mark, positioned by the team as "second only to Fable 5" among the systems it benchmarked — with the caveat that the benchmark table, model card, activated-param count and license are not yet public. It ships into Token Plan, Qoder and QoderWork at 10% of standard pricing during the trial, bundled from a $6/wk Lite tier through a $68/wk Pro tier. The WAIC exhibition itself closed Mon Jul 20 with the 1,100+-exhibitor floor showing 3,000+ technologies, 300+ global product debuts, 16.2B RMB (~$2.3B) in intended cooperation agreements across 57 major application scenarios, and a Unitree unmanned-robot factory premiered on the closing weekend. In Hangzhou, Reuters, Bloomberg, the Manila Times and the Jakarta Post confirm DeepSeek is preparing a fresh 50B RMB (~$7.4B) top-up round at a 500B RMB (~$74B) pre-money on top of the ~$7.4B raise closed in June, with an internal target to file for the STAR IPO this year. Over on the Anthropic side, the Fable 5 access-plan split lands overnight: Max and Team Premium get Fable 5 in-plan permanently at 50% of weekly limits from Jul 20; Pro and Team Standard stay on usage credits at $10/$50 per million input/output tokens with a one-time $100 credit — ending the third free-access extension that expired at 11:59pm PT Jul 19. Underneath, the harness layer keeps ticking. anthropics/claude-code cuts v2.1.215 on Sun Jul 19 02:56 UTC to stop auto-running the /verify and /code-review skills (users must now invoke them explicitly). anthropic-sdk-python v0.117.0 ships Jul 16 with first-class MCP Tunnels support and stops leaking credential material into traceback locals via SecretStr. cline cuts CLI v3.0.45 on Jul 19 04:10 UTC shrinking install size from ~640MB to ~285MB by moving Claude Code and Codex provider SDKs to optional peer deps, and adds native Kimi K3 support. mastra's @mastra/core@1.51.0 ships DurableAgent crash recovery with scoped controller sessions for worktree-per-task workflows. And BerriAI/litellm v1.94.0-rc.1 lands issuer-anchored OAuth discovery under RFC 8414 §3.3 to close the MCP auth-server mix-up attack surface that every MCP gateway currently ships with. Throughline: the frontier tier answered the open-weight tier with a preview, the capital tier answered WAIC with a fresh round, and the harness tier answered the runaway loop and the OAuth mix-up with point releases.

WAIC closes with a price tag — Alibaba drops a 2.4T Qwen3.8-Max preview on the closing Sunday, DeepSeek pens a fresh 500B RMB round on top of last month's, and the Shanghai floor rings up 16.2B RMB in intended agreements

01

Alibaba's Qwen team previews Qwen3.8-Max-Preview on Sun Jul 19 — a 2.4T-parameter sparse MoE and the team's first multimodal model past 1T parameters, positioned as "second only to Fable 5" among the systems benchmarked; the preview is live via Token Plan, Qoder and QoderWork at 10% of standard pricing during the trial (Token Plan tiers run $6/wk Lite with 2,500 credits through $68/wk Pro with 40,000 credits), and the Qwen account posts that Qwen3.8 will go open-weight "soon"; the benchmark table, model card, activated-parameter count and license are all not yet public — per MarkTechPost, Bloomberg, SiliconANGLE, OfficeChai, Progressive Robot, Yellow, MLQ News and Kie.ai

Jul 19 · Qwen3.8-Max-Preview · 2.4T MoE, "second only to Fable 5", Token Plan at 10% pricing, no license yet

Two reads. (1) The timing is the message. Kimi K3 shipped Thu Jul 16, took the Friday tape down 1% on the Nasdaq 100 and 7% on TSMC, and by Sunday Alibaba's Qwen team had a 2.4T counter-preview on the wire — the fastest China-lab-vs-China-lab response cycle since DeepSeek V3 vs Qwen 2.5 in Jan 2025. That the preview arrived without a benchmark table, model card, activated-param count or license means the launch is strategically timed to the WAIC closing weekend more than it is technically ready. Alibaba needs a trillion-param-tier claim on the Sunday wire because it cannot cede the Sunday narrative to Moonshot two days before Kimi K3's Jul 27 open-weight drop. (2) The "second only to Fable 5" pitch is the uncomfortable admission that China's open-tier is still indexing off the US frontier. Alibaba's ranking would put Qwen3.8-Max ahead of Opus 4.8, GPT-5.6 Sol and Kimi K3 — but Artificial Analysis's independent Intelligence Index already scores K3 at parity with Opus 4.8, and until Qwen3.8-Max ships on Arena.AI the claim is self-graded. The 10%-of-standard Token Plan pricing is the real lever: Alibaba is trying to convert Chinese and ASEAN developer share before K3's weights hit Hugging Face. For every day Qwen3.8-Max is the cheapest 2T-tier API, it books lock-in.

Update — DeepSeek is preparing a fresh 50B RMB (~$7.4B) top-up round at a 500B RMB (~$74B) pre-money on top of last month's ~$7.4B raise, per Reuters carried by the Manila Times on Mon Jul 20 and by the Jakarta Post on Sun Jul 19; Bloomberg confirmed the ~$74B target in Business Standard, Capacity Global and TechStartups the week prior; the company has an internal target to file for a STAR IPO this year, though the fundraising and IPO plans remain at early stages and terms and timing may change; the earlier ~480B RMB (~$71B) pre-money we reported yesterday appears to have been re-marked to 500B RMB in this next round

Jul 19–20 · DeepSeek fresh raise · 50B RMB top-up at 500B RMB pre-money, STAR IPO filing target this year

Two reads. (1) The fresh raise on top of last month's raise is DeepSeek's way of pricing the DeepSeek-shock v2 tape into its own equity before the Sunday-to-Monday reprice fully lands. Moonshot's Kimi K3 is the closest comp; Alibaba's Sunday Qwen3.8-Max preview lands the same weekend; the WAIC pavilion sets the political frame. A 500B RMB pre-money now looks like the ceiling a STAR book-runner would let DeepSeek print if it wants to list before Anthropic's Q4 mega-IPO and Unitree's Shanghai filing land ahead of it. (2) Two 7.4B rounds inside 60 days is not a capital need; it is a marker. DeepSeek's own reported compute run-rate is measured in hundreds of millions, not billions. What the second round buys is a public benchmark for STAR's book-building desk to price Chinese AI equities against, plus the optics of continued foreign strategic capital at a moment when Beijing is stress-testing whether to protect the national champion's capital account the way it protected Ant Group's in 2020. Watch the filing calendar: if DeepSeek files an H1 2026 S-1 equivalent before Anthropic completes its Q4 book-build, Shanghai gets its reference price for the China frontier before Wall Street gets its reference price for the US.

03

WAIC 2026 closes in Shanghai on Mon Jul 20 with 16.2B RMB (~$2.3B) in intended cooperation agreements across 57 major application scenarios, a 1,100+-exhibitor floor showing 3,000+ technologies and 300+ global product debuts across 100,000+ square metres of hall — the first WAIC to break the 100k m² threshold; the closing weekend features Unitree Robotics' unveiling of an unmanned "lights-out" robot factory, 161 companies and 314 exhibits in the Embodied Intelligence Pavilion alone, and a WAIC CONNECT Zhangjiang session that includes a single ~1B RMB compute order plus multiple industry orders in the hundreds of millions of RMB; per People's Daily, Global Times, CGTN, TechTimes, PRNewswire and City News Service

Jul 17–20 · WAIC 2026 close · 16.2B RMB deals, 57 scenarios, 1,100+ exhibitors, Unitree unmanned factory debut

Two reads. (1) The 16.2B RMB deal number is what fixes WAIC in the procurement-conference tier rather than the keynote-conference tier. That is ~$2.3B in intended cooperation across 57 named application scenarios, plus a single ~1B RMB compute order reported at Zhangjiang — and the 1,100+-exhibitor / 3,000+-technology / 300+-global-debut mix that WAIC 2026 booked is the largest floor the event has ever run. Compared to Web Summit, CES or even GITEX, the "intended cooperation agreement in RMB" number is a Chinese convention that translates roughly to "MOUs the SOE side will actually spend against". It is not a booking; it is a Q3 budget commitment. (2) The Unitree lights-out factory unveil is the closing-day statement. Unitree was near an IPO filing this month; unveiling a fully-autonomous manufacturing loop — robots building robots without human supervision — is the capex-story the book-runners want to point at. It also lands the embodied arms race squarely at manufacturing rather than logistics or service: Unitree is telling Foxconn, BYD and every tier-one Chinese automotive OEM that the humanoid is now credible enough to build humanoids. If that pitch survives contact with a real auditor, every Chinese OEM procurement desk has to reprice the 2027 capex plan.

02

Fable 5 splits the plan — Max and Team Premium keep the flagship in-plan at 50% of weekly limits permanently starting Jul 20, Pro and Team Standard stay on usage credits at $10/$50 per million input/output tokens with a one-time $100 credit

04

Update — Anthropic's third Fable 5 free-access extension expires at 11:59pm PT on Sun Jul 19; from Mon Jul 20 the access plan splits permanently: Max and Team Premium subscribers get Fable 5 in-plan at 50% of weekly usage limits (Anthropic explicitly frames this as permanent, contingent only on future capacity restoration), while Pro and Team Standard users stay on prepaid usage credits at $10 per million input tokens and $50 per million output tokens — twice the per-token price of Opus 4.8 and the priciest model on the Anthropic price sheet — plus a one-time $100 usage credit; per BleepingComputer, Dawn.com, cybersecuritynews.com, ExplainX, Squared Tech, ClaudeFA.st, Fable5.app and Digital Applied

Jul 20 · Fable 5 access split · Max/Team Premium in-plan at 50%, Pro/Team Standard on credits + $100

Two reads. (1) The tier split is Anthropic's answer to a real capacity constraint that the Meta-Anthropic $10B compute lease (broken by the NYT on Fri Jul 17 and covered in yesterday's brief) will not fully unwind until Q4 at the earliest. In the meantime, the Max and Team Premium tiers get guaranteed access at half the weekly limits — a ceiling that keeps Anthropic from having to meter Fable 5 traffic against Opus 4.8 traffic on the same compute pool. Below that, Pro and Team Standard customers on usage credits effectively pay 2× Opus 4.8 per token — enough to make the $100 one-time credit look like a ~2M-output-token trial, not a recurring allocation. That is churn-shaping pricing: Pro users who want Fable 5 daily now have a direct incentive to upgrade to Max. (2) The "permanent" framing on Max/Team Premium matters more than the 50% number. For four months the Fable 5 conversation has been "when does the freeze end"; the Jul 20 announcement re-frames it as "where does each plan sit under the new steady state". Anthropic now owns a two-track commercial model: Sonnet 5 and Opus 4.8 as the subscription ceiling, Fable 5 as either a Max-plan perk or an OpenAI-API-style metered add-on. That is the same shape OpenAI ran on GPT-4 in 2023, and it works — provided the Fable 5 capability lead is obvious enough to sustain a 2×-Opus price. The Kimi K3 and Qwen3.8-Max arrivals put real pressure on that assumption.

03

The harness layer keeps ticking — anthropics/claude-code v2.1.215 revokes auto-run for /verify and /code-review, anthropic-sdk-python v0.117.0 lands MCP Tunnels, and cline cuts install size ~55% while adding native Kimi K3 support

05

anthropics/claude-code cuts v2.1.215 on Sun Jul 19 at 02:56 UTC — a single-line point release on top of Saturday's much larger v2.1.214 guardrails wave: Claude no longer runs the /verify and /code-review skills on its own, and users must invoke them explicitly with /verify or /code-review when they want them; per the anthropics/claude-code GitHub releases page

Jul 19 02:56 UTC · Claude Code v2.1.215 · /verify and /code-review no longer auto-invoke

Two reads. (1) The single-line point release after the huge v2.1.214 patch is a tell that auto-run of /verify and /code-review was actively causing user pain. Both skills were designed for on-demand invocation but Claude's built-in cadence had drifted toward running them reflexively after nontrivial changes — burning subagent quota against the 200-cap that v2.1.212 introduced two days earlier, and adding latency to what should have been quick edits. Yanking the auto-run puts the trigger back where the skills shipped originally: user-invoked. (2) That the fix ships as its own tag on Sunday instead of waiting for Monday's next planned release shows the weekend cadence Anthropic now runs on Claude Codeeight tags in seven calendar days (v2.1.208 through v2.1.215) is closer to Codex CLI's alpha-tempo than to a quarterly-cadence enterprise product. The InfoSec teams pointing at v2.1.214's EndConversation tool and PowerShell 5.1 bypass fix now have to also track v2.1.215's invocation-model change. Weekly patch cycles on agent harnesses are the new normal.

06

anthropics/anthropic-sdk-python cuts v0.117.0 on Thu Jul 16 — adds first-class MCP Tunnels client-side support (the plumbing that lets a Claude client reach a remote MCP server through a NAT / firewall without exposing a public endpoint), adds support for "dreaming", and closes a credential-leakage vector by keeping credential material out of traceback frame locals via SecretStr; per the anthropics/anthropic-sdk-python GitHub releases page

Jul 16 · anthropic-sdk-python v0.117.0 · MCP Tunnels client, SecretStr credential fix, "dreaming" API support

Two reads. (1) MCP Tunnels in the official Python SDK is the enterprise-plumbing piece that unblocks a real customer pattern: MCP servers that live inside a corporate VPC and would otherwise require an ngrok-style workaround to be reachable by a Claude desktop client. First-class SDK support means the Anthropic-side stack now owns the connection lifecycle, credential negotiation and reconnection semantics — and matches the Enterprise-Managed Authorization extension Anthropic shipped alongside Okta in mid-June. (2) The SecretStr-in-traceback-locals fix is a real credential-hygiene patch, not a cosmetic one. Under the old behaviour, an uncaught exception in the SDK could put the API key, OAuth token or MCP-server credential into a traceback frame local that ended up in Sentry, Datadog Error Tracking, observability sinks or plain-stderr logs of customer agents. The fix wraps credentials in a SecretStr type that keeps the value out of the frame locals dictionary Python captures at exception time. Every agent deployed against anthropic-sdk-python < 0.117.0 should pull this same day. The "dreaming" API line is a hint at an upcoming Anthropic capability — likely tied to the Claude Science stack — not yet publicly documented.

07

cline/cline cuts CLI v3.0.45 on Sun Jul 19 at 04:10 UTC and SDK v0.0.65 on Sun Jul 19 at 04:02 UTC — the release dramatically reduces install footprint from ~640MB to ~285MB (~55% cut) by moving the Claude Code and Codex provider SDKs to optional peer dependencies loaded on demand; the same release adds native Kimi K3 model support and improves team-run handling; CLI v3.0.43 (Jul 17) had already enabled automatic OS certificate-store trust for corporate proxy compatibility and CLI v3.0.46 (Jul 19 06:26 UTC) sharpens the "insufficient credits" error path for the Cline API; per the cline/cline GitHub releases page

Jul 17–19 · cline CLI v3.0.43–46 + SDK v0.0.65 · ~640MB → ~285MB install, Kimi K3 support, OS-store cert trust

Two reads. (1) ~55% off the install size is the kind of number that changes where a developer tool lives. A 640MB npm install is the "heavy" end of the coding-agent field; a 285MB install is closer to Claude Code's and Codex CLI's footprints and puts cline back in the running for ephemeral environments (Codespaces, Devcontainers, Actions runners) where cold-boot install time is real. Making the Claude Code and Codex provider SDKs optional peer deps that load on demand is the correct abstraction — if a cline user is on Kimi K3 or Fable 5, they should not carry OpenAI's SDK. (2) The OS certificate-store trust pick in v3.0.43 is the corporate-proxy unblocker that Cursor, opencode and Continue have all had to ship in some form. It matters because enterprise laptops behind Zscaler, Netskope or Cloudflare Zero Trust mint their own MITM CA into the OS trust store — a Node.js-native agent that only trusts the bundled CA fails every outbound request. Auto-trusting the OS store is the same pattern the Claude Code proxy code took in v2.1.150. Cline's ~55%-install cut plus OS-store trust puts it back in the enterprise-serious tier of coding agents.

Agent frameworks compound — mastra ships DurableAgent crash recovery with scoped controller sessions for worktree-per-task, and litellm anchors OAuth discovery to the issuer under RFC 8414 §3.3 to close the MCP auth-server mix-up attack

08

mastra-ai/mastra cuts @mastra/core@1.51.0 on Tue Jul 15 — ships DurableAgent crash recovery (DurableAgent.listActiveRuns(), .recover(), .recoverActiveRuns() plus a new POST /agents/:agentId/recover HTTP endpoint), adds scoped controller sessions via a new scope parameter on AgentController (which enables parallel sessions on the same resourceId — e.g. one per git worktree), and lands a companion @mastra/platform-workspace@0.1.0 with PlatformFilesystem and PlatformSandbox providers; per the mastra-ai/mastra GitHub releases page

Jul 15 · @mastra/core@1.51.0 · DurableAgent crash recovery, scoped controller sessions, platform-workspace 0.1.0

Two reads. (1) Crash recovery for long-running agents has been the missing primitive across almost every JS-side agent framework. LangGraph has checkpointing, Vercel AI SDK has stream resumption, but "the process died mid-tool-call — resume from the last durable point" is the pattern the enterprise buyer asks for and almost nobody had. DurableAgent's three-method API (listActiveRuns, recover, recoverActiveRuns) plus the HTTP endpoint gives an operator a documented way to catch a runner-crash, list what was in flight, and resume without re-charging the customer for the whole conversation. (2) Scoped controller sessions is a smaller change with an outsized workflow effect. Being able to run N parallel sessions against the same resourceId is the correct shape for the one worktree per task pattern Claude Code's /fork background sessions unlocked yesterday and that cline's team-run handling adds today. Every coding agent is converging on the same primitive: fan out parallel work on isolated copies, fan in when done. mastra and Claude Code arriving at this pattern the same week is convergence, not coincidence.

09

BerriAI/litellm cuts v1.94.0-rc.1 on Sun Jul 19 with per-model prompt-cache minimums (replacing the flat 1024 default), Straiker guardrail integration, and partial-streamed-spend billing on mid-stream client disconnect; earlier in the week v1.94.0-dev.3 (Jul 17) shipped issuer-anchored OAuth discovery for MCP under RFC 8414 §3.3 — the fix that prevents an MCP-server auth-server mix-up attack by anchoring token endpoints to the issuer identifier rather than a Location redirect; also lands complexity-router session affinity and speech-to-text support, with v1.93.0 stable plus back-port point releases to v1.92.1, v1.91.4 and v1.90.6 on Jul 19; per the BerriAI/litellm GitHub releases page

Jul 17–19 · litellm v1.94.0-rc.1 + dev-3 · issuer-anchored MCP OAuth discovery, per-model cache minimums, backports

Two reads. (1) The issuer-anchored OAuth discovery patch is the most important line in this release. Under the old MCP handshake, a malicious MCP server could return a Location header pointing at a hostile OAuth authorization server and steal the user's OAuth code mid-flight — the classic "authorization server mix-up" pattern from OAuth 2.0's 2015 threat model. Fixing this at the gateway layer — anchoring the token endpoint to the issuer identifier per RFC 8414 §3.3 — closes the vector for every MCP client that speaks to servers through litellm. That is a large fraction of the production MCP traffic in enterprise deployments. (2) Partial-streamed-spend billing on client disconnect is the sort of invisible fix that saves real money once you notice you were eating the cost of every dropped-connection prompt. Combined with per-model prompt-cache minimums, this looks like a margin-tuning pass ahead of a 1.94 stable cut — the sort of patch every agent shop running litellm in production should backport regardless of whether they are on 1.92, 1.93 or the rc.

Cursor takes plans to Slack and multi-repo, crewAI graduates the Skills Repository, and vercel/ai fixes a subtle bug in the human-in-the-loop denial path — the small-but-real shipping under the weekend's bigger tape

10

Small-but-real shipping in the same window: Cursor's Slack integration (Fri Jul 17) now posts a plan before starting work and can target named multi-repo environments instead of a single default repo; crewAIInc/crewAI v1.15.4 (Fri Jul 17) promotes the Skills Repository out of experimental with expanded Flows-in-Studio documentation; vercel/ai coordinated ai@7.0.31, ai@6.0.230 and ai@5.0.216 (Fri Jul 17) fix a subtle correctness bug where the denied-tool-output state was not emitted for client-rejected approvals and correct onInputStart / onInputAvailable callback ordering on non-streaming tool calls; and sst/opencode v1.18.2–v1.18.3 (Jul 15–16) prevents nested subagent launches while polishing the subagent picker; per Cursor's changelog, the crewAIInc/crewAI, vercel/ai and sst/opencode GitHub releases pages

Jul 15–17 · Cursor+Slack multi-repo, crewAI Skills GA, vercel/ai HITL denial fix, opencode subagent polish

Two reads. (1) The Cursor Slack + multi-repo ship is what makes Cursor's Slack surface competitive with Claude Code Actions: a front/back/shared-split codebase can now be worked from a single Slack thread. The plan-before-start line matters more — it makes Cursor-in-Slack reviewable the way Claude Code's plan mode is reviewable, which is what an enterprise InfoSec team asks for before letting Slack agents run bash. (2) The vercel/ai denied-tool-output fix and crewAI's Skills Repository GA are both infrastructure reads. Human-in-the-loop approvals with silent denial state was a real correctness bug — a rejected approval would look to downstream turns like the tool had never been called, breaking the "did the user say no?" branch every HITL agent needs. And crewAI's Skills Repository graduating out of experimental is the second major agent-framework in a week to converge on Anthropic's skills-as-portable-capability unit — Claude's plugins, skills, MCP servers and now CrewAI's Skills Repository are all the same primitive with different names. Expect this convergence to accelerate before the MCP 2026-07-28 spec RC finalises next Monday.
